Emily Chissell

Partner

Emily is a Partner in the London office. She joined Keystone from the UK Competition and Markets Authority (CMA), where she worked as a Director leading market and merger investigations, with a focus on digital cases. Emily has over 15 years of experience as a competition practitioner undertaking analysis, research, providing advice and overseeing the delivery of large complex investigations.

At Keystone, she specialises in competition and behavioural insights within the framework of economics for competition, consumer protection and digital regulation, working closely in conjunction with the firm's technical teams. She advises clients on the enforcement and compliance with the European Commission’s Digital Markets Act and the UK’s Digital Markets Competition and Consumers Act – covering matters such as app stores, AI, browsers, search and connected TVs. She has also worked on several telecoms and AI-related mergers.

Prior to joining Keystone, she led the CMA's widescale market study into mobile ecosystems (exploring competition and potential remedies in mobile operating systems, browsers, app distribution and app stores) and the preparation of the market investigation into mobile browsers and cloud gaming. She also advised on the CMA’s wider portfolio of cases and digital regulation. Her sector experience beyond digital is wide ranging, covering banking (most recently open banking), aggregates, healthcare and electric vehicle charging. She has also led high-profile merger investigations and a high-profile super-complaint on loyalty penalties. She also initiated several consumer protection cases, including subscriptions to antivirus software and electric vehicle charging at motorways. Throughout her career she has closely engaged with government, regulators and consumer organisations.

In her free time, Emily enjoys running and swimming in her local lido.
